Strengths:His physical strength and speed are some of the best around. He seems to become stronger while protecting people.
Weaknesses: Saito often gets distracted when things are boring. He likes to hold back his strength no matter how strong the oppent is. His ninjutsu are okay but he's not the best he cold be. His ninjutsu is at an regular non special chunin level.

6. Body Flicker Technique (Shunshin no Jutsu)

This jutsu is a high-speed movement technique, allowing a ninja to move short distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. A puff of smoke is occasionally used to disguise the user's movements. It is accomplished by using chakra to temporarily boost the user's reflexes. The amount of chakra required depends on the overall distance between the user and their intended destination. Shisui Uchiha, one of the most talented Uchiha, was feared as "Shisui of the Body Flicker" ("Shunshin no Shisui"), likely referring to this technique.
The Body Flicker technique has various variations among the different hidden villages, all of which involve some extra element aside from the movement itself. The extra element is usually some sort of substance used to distract the opponent, such as leaves or sand. Gaara, for instance, uses the "Sand Body Flicker" (ɰ˲Éí, Suna-Shunshin?), which uses sand to cover his movements. Other varieties include the "Mist Body Flicker" (ìF˲Éí, Kiri-Shunshin?), "Water Body Flicker" (ˮ˲Éí, Mizu-Shunshin?), and "Leaf Body Flicker" (ľ¥ÎÈ~˲Éí, Konoha-Shunshin?).

Creates clones composed of water. When hit, it automatically dissolves and returns back into shapeless water. This one is capable of attacking. The clone has 1/10 of the power of the original. It can only be controlled while still in a certain radius of the user.

Description:This is a Ninjutsu technique that utilizes water to create a sword. The sword can be wielded in the normal fashion, allowing the ninja to cut and stab like a normal blade.
10. Water Element; Water Dragon Blast (Suiton; Suiryuudan no Jutsu)

Creates a large dragon shape formed from a large amount of spinning water. The dragon form is sent towards your opponent for a powerful attack. This jutsu can only be performed when near a large body of water.
Background: Saito graduated from the academy at age twelve. Then at the age of fourteen he became chunin. He taight at the academy untill his seventeenth birthday. Then he became a jounin and has remained like that for three years. Saito's brother was his sensei died protecting Saito. Causing Saito to put up walls around his heart untill his new sensei changed him.
